We are looking for a senior compliance professional with strong analytical skills, sound judgement and the ability to work independently. You know how to translate regulatory expectations into a practical and proportionate framework, and you are comfortable engaging with both first-line and second-line stakeholders.

You bring:

  • Approximately 7 to 12 years of experience in second-line compliance within a bank or regulated financial institution.
  • Proven experience with compliance monitoring, control testing or compliance risk management.
  • Experience designing or improving a Compliance Monitoring Framework.
  • Strong knowledge of Dutch financial regulations, including Wft, AML/CFT, Wwft and sanctions.
  • Familiarity with DNB expectations, EBA guidelines and internal governance principles.
  • Understanding of COSO, ISO 37301 or similar compliance/control frameworks.
  • Knowledge of the Three Lines Model.
  • Strong written and verbal communication skills in English.
  • A structured, pragmatic and hands-on approach.

Experience in a proportionate or mid-sized banking environment is considered a strong advantage.

Senior Compliance Monitoring Officer (Temp)

For one of our clients, an international bank in the Netherlands, Care Professionals is looking for a Senior Compliance Monitoring Officer. This is a senior second-line compliance role with a strong focus on designing, implementing and operating a proportionate Compliance Monitoring Framework.

The role is ideal for an experienced compliance professional who enjoys building structure, translating regulatory expectations into practical controls, and creating a monitoring framework that is clear, risk-based and demonstrable towards internal and external stakeholders.

As Senior Compliance Monitoring Officer, you will be responsible for the end-to-end design and implementation of the Compliance Monitoring Framework. You will define the methodology, monitoring universe, risk-based planning approach and annual compliance monitoring plan.

A key part of the role is to ensure that the framework is proportionate to the size, nature and risk profile of the organisation, while meeting regulatory expectations. You will translate requirements from areas such as Wft, AML/CFT, sanctions and DNB guidance into practical monitoring activities, controls and test steps.

Alongside the framework design, you will also execute compliance monitoring activities, perform testing, document findings, report outcomes and follow up on remediation actions. In addition, you will support broader compliance BAU activities, including regulatory advisory, policy updates, incident assessment and input into SIRA and regulatory change processes.

Key responsibilities:

  • Design and implement a risk-based Compliance Monitoring Framework from the ground up.
  • Develop the annual Compliance Monitoring Plan, methodologies, procedures and templates.
  • Translate regulatory requirements into monitorable controls and practical test steps.
  • Execute monitoring activities, including planning, testing, documentation, reporting and follow-up.
  • Assess control effectiveness, identify gaps and analyse root causes.
  • Track remediation actions and validate closure.
  • Maintain clear and auditable documentation.
  • Support regulatory advisory, policy updates, incident assessment and compliance BAU activities.
  • Contribute to SIRA and regulatory change implementation.
  • Prepare high-quality reporting for senior management, risk and compliance committees and relevant stakeholders.
  • Support alignment with internal governance, risk and control frameworks.
